Want to get your layout to be circular? Well, I'll be using a resized blend of Avril Lavigne. On your image, choose the ellipictal marquee tool.

Drag it out for a circle. To make more circles, press shift while you're dragging out your circles.

Now use the move tool (next to the marquee tool) and create a new document (CTRL + N). Drag the circles to your new image. Then you can add strokes, etc.
