So I'll start with this:

I'll use this green to blue gradient. You may copy it. Paste it as a new layer (CTRL + L).

Set the gradient layer to Soft Light blend mode.

Duplicate the original picture's layer and drag it to the top.

Make that layer as Soft Light.

Now you have a touch of color!
