I'll start out with this image:

Go to Layer >> Duplicate Layer. Now, go to Filter >> Blur >> Gaussian Blur. Match your settings to mine by putting the Radius as 3.

Set that layer's Blend Mode to Darken.

Now Rachel McAdams is a cartoon!
